Fire and Rescue Adviser and Inspector for Wales

Salary: circa 44,000 (for 2 days per week on an annualised basis)
Location: Merthyr Tydfil
Terms: Fixed term or secondment for 2 years initially with a possibility of a one year extension by mutual agreement

The Welsh Government works closely with the three Welsh Fire and Rescue Authorities to bring about safer communities and play a full part in contributing
to the wider social agendas in Wales.

The Fire and Rescue Adviser and Inspector for Wales will be the principal professional adviser to Welsh Government on fire and rescue matters and will assist the Welsh Government to achieve exemplar Fire and Rescue Services for the people of Wales.

The post holder will also be responsible for carrying out certain functions of an "enforcing authority" under the Regulatory Reform (Fire Safety) Order 2005 including the making of arrangements for ensuring the inspection of Crown premises.

Specific Duties

  • Provide advice to Welsh Ministers and officials on matters of operational preparedness, performance, structure and organisation of Fire and Rescue Authorities in Wales.
  • Work with and support officials to provide advice and challenge on specific policy areas with an aim to increase collaboration, quality standards and fire outcomes.
  • Publish reports relating to Fire and Rescue issues and make recommendations
  • Act as a conduit between other bodies and administrations in relation to Fire and Rescue Service issues.
  • Represent the Welsh Government where appropriate and interact with the media when required
  • Carry out the functions of an inspector for the purposes of section 28 of the Fire and Rescue Services Act 2004 and all such functions which are, by that Act or otherwise, the responsibility of such an inspector.
  • Enforce the Regulatory Reform (Fire Safety) Order 2005 (RRO) in crown premises

Key skills and experience

  • Experience of working at Chief Officer level within the Fire and Rescue Service
  • Understanding of Fire and Rescue Service processes and institutions
  • Evidence of working successfully at a senior level in a complex, multi-disciplinary environment, understanding the role of stakeholders.
  • Excellent communication skills, with the ability to explain complex issues to professional and lay audiences alike
  • Experience of advising at senior levels
  • Ability to demonstrate competency against the skill areas identified in the Civil Service Competency Framework - further information can be found at:
